WELCOME AND INTRODUCTIONS Pat Montgomery called the meeting to order at 7:02pm

AGENDA ADDITIONS: Attendees expressed interest in learning more about the 1803 Fund. 

REVIEW MEETING AGREEMENTS: [LinkPat Montgomery reviewed the meeting agreements

APPROVE MINUTES FROM APRIL 17 MEETING: Andrew Champion called for a motion to approve the minutes from the April 17, 2023 meeting. Bliss seconded and the motion passed with one abstention. .

VOA UPDATE ON STEP: Tessa Fowler provided an update on the STEP program. There are five STEP participants at the MRC. She reports that their intake team has implemented all changes requested by the ENA screening committee.

VOTE TO UPDATE VOA GOOD NEIGHBOR AGREEMENT: Allan Rudwick called for a motion to extend for one year the amendment to the Good Neighbor Agreement, which is the ENA endorsement on STEP participants at the VOA MRC. Jennifer Wilcox seconded. The motion passed unanimously.

NEIGHBORHOOD SAFETY AND RESOURCE FAIR: There was a discussion about better public activation in Dawson Park to make the area feel more welcoming.

With coordination between the Eliot Safety Project team and the Portland Environmental Management Office, the restrooms in Dawson park have been reopened. There is coordination with PPR around enhanced tree lighting in the park, and outreach to PBOT encouraging traffic calming options.

LEGAL CLINIC UPDATE: Bliss Suh reported on work to bring back an expungement clinic. There has been good support from Metro Public Defenders and the city. ENA will need to define who is eligible for relief. There is a need for help with outreach, especially if anyone has connections in area apartment buildings. 

Bobby Hamilton shared potential connections and resources. 

FREMONT BRIDGEHEAD RECLAMATION PROJECT: Grace Dudley shared that their part of the project is nearing completion. They will present their final report at the June LUTC meeting

NEIGHBORHOOD UPDATES:

Eliot News: There is interest around producing the next neighborhood newsletter, and Allan volunteers to do production work. He needs articles. 

Treasurer’s Report: The Treasurer’s report was provided in the deck.

LUTC Update: Andrew provided an update.
