WELCOME AND INTRODUCTIONS: Jimmy Wilson called the meeting to order at 7:05pm.
REVIEW MEETING AGREEMENTS: Patricia Montgomery reviewed the meeting agreements.
APPROVE MINUTES FROM THE AUGUST 21st MEETING: Laura Fay called for a motion to approve the August meeting minutes. Cassie Muilenberg seconded and the motion passed unanimously.
INTRODUCTION OF MULTNOMAH COUNTY DISTRICT ATTORNEY’S OFFICE ACCESS ATTORNEY PROGRAM (MAAP): Assistant District Attorney Aileen Santoyo introduced herself and the MAAP program. Access attorneys are out in the community, with the goal of being liaisons and navigators (see accompanying flyer). Aileen has been looking for space in the community where she can hold office hours, and Jennifer Wilcox offered Cascadia’s resources at the Garlington Center.
A robust conversation followed about the challenges specific to NE Stanton Street and available city resources. Chadd Stensgaard emphasized that when properly staffed the North Precinct should have 132 officers, however they operate with 80. One district car is assigned to the NE Stanton area, it also responds to calls from the hospital.
Laura Fay shared recent efforts by the Public Environment Management Office to address ENA requests on NE Stanton Street.
Aileen shared that there is a multi-agency shooting review committee to understand recent shootings and identify hot spots.
FUTURE OF THE ELIOT NEWS: Noting that the Eliot News generated a little profit and was therefore the main source of income for ENA, Jennifer asked attendees to think if there other ways to generate funding. We should consider if someone is willing to commit to relaunch the newsletter. There are other things we can do.
Andrew Champion suggests selling Eliot-branded swag.
James Posey shared that ENA used to hold a spring cleanup in Dawson Park, which was popular.

NEIGHBORHOOD UPDATES
Treasurer’s report: There is currently $4,610.18 in the bank, with an uncashed check from Open Signal for advertising in the Eliot News. Jennifer shared that she has received mail held at NECN notifying us about AirBnB units on NE San Rafael.
LUTC: Andrew provided a report
- Streimer Sheet Metal on Russell Street in lower Eliot is rezoning their lot hoping to develop a residential building.
- PBOT presented to the LUTC about their application to the federal Reconnecting Communities Grant Program. Without a defined plan, they hope to develop Broadway/Weidler west of 7th street, down to the river, to more of a Main Street. The LUTC is sending a letter of support.
- Jimmy and Allan had a meeting with the Trailblazers.
- With the planned takeover of Legacy by OHSU, LUTC is sending a letter to OHSU Health about the Hill blocks, encouraging more active use of that land.
Community Outreach: there was no report.
PUBLIC COMMENT
Jennifer shared that the next job and resource fair should take place in Dawson Park on the first Tuesday in October. The next expungement fair will take place shortly thereafter.
Dora Decoursey asks that Aileen attend future ENA meetings with updates on MAAP work.
