WELCOME AND INTRODUCTIONS: Jimmy Wilson called the meeting to order at 7:00 pm.

REVIEW MEETING AGREEMENTS: Pat Montgomery reviewed the meeting agreements.

PUBLIC COMMENT: Mary Bedford-Carter from Cascade AIDS Project presented information about Prism Health’s soon-to-open clinic on N Morris, across from Dawson Park. Today they held a virtual opening for behavioral health appointments. Primary services will begin in the building on May 1. In June they will have a grand opening. There will be lab and pharmacy services onsite. They will accept Medicaid, and will offer a sliding scale for services. 

APPROVE MINUTES FROM THE FEBRUARY 26nd MEETING: Jennifer called for a motion to approve the minutes from the February 26, 2024 meeting. Bliss Suh seconded and the motion passed unanimously.

NEIGHBORHOOD SAFETY: Sgt Jorge Mendoza and Lt Lacey Sparling shared recent PPB activity on Stanton Street. It remains a high priority for North Precinct, while balancing an uptick in gun violence. They have had good partnership with the District Attorney’s office, and will invite them to the April ENA meeting.

The parking lot adjacent to/south of the Stop and Go market is increasingly a problem. We intend to reach out to the property management for better vigilance.

GRANTING PROCESS: Having reviewed documents and processes suggested by Kathryn LePore, Allen moves for adoption by ENA. Alice seconds and the motion passes unanimously. Bliss further moves that we develop a procedures manual including all ENA docs and reference material. Serena seconds and the motion passes with one abstention  

NO MORE FREEWAYS ENDORSEMENT: With No More Freeways’s request that ENA sign on to their pending lawsuit, Allan provided a history of ENA’s involvement with the I-5 expansion through the Rose Quarter. He also shared slides ODOT recently presented to the Historic Albina Advisory Board (HAAB).

After a discussion about what the endorsement means, and how to support contracts awarded to firms genuinely owned by BIPOC community members, Allan moved that ENA sign on to the No More Freeways lawsuit with the statement that we support Albina Vision Trust’s development plans. Andrew seconds. The motion passes unanimously.

NEIGHBORHOOD UPDATES

  • NECN UPDATE: Jimmy reported that the NECN continues to prepare for administering additional neighborhoods. There are many unknowns and uncertainties. They are looking for volunteers from each neighborhood to act as “Champions” – the spokesperson for that neighborhood. Jimmy is unable to take on this additional work. Attendees are asked to think about Eliot residents who could be drafted to act in this capacity. Pat had a thought.
  • TREASURER’S REPORT: There was no report
  • LUTC UPDATE:There was no meeting this month, however LUTC has received a number of Airbnb notifications. We seem to receive about one a month
  • COMMUNITY OUTREACH: The next Resource Fair will take place the first Tuesday in May, a housing expo in Dawson Park. Featuring great food and music, vaccines, housing resources, and some new partners.
