Agenda Additions:
- James Posey wanted additional information about ENA’s participation in the Rose Quarter Project lawsuit. How the Board decides to sign on to such litigation. A conversation ensued about ENA’s involvement with the Northeast Coalition of Neighborhoods.
- Andrew Champion wanted to review potential next steps with PBOT, in light of Commissioner Hardesty’s comments in the Willamette Week endorsement interview. Attendees discussed sending a record of our communications to Hardesty’s office, and following up with Sophie Peel at WWeek.
- Eric McFarlane wanted to discuss opportunities for minority contractors in neighborhood development projects. It was discussed that unless developers have taken funding through Prosper Portland, the city require that they hire minority-owned contractors.
- Questions arose about the Catalytic Converter Public Safety Fair in Dawson Park on 10/22, although it lists ENA as a sponsor no one from ENA was involved or knows about it.
Eliot Cleanup/Adopt-a-block (Alice Chang)
Alice Chang is reviving an organized adopt-a-block effort. We know that many neighbors are already tending adopted blocks, and encourage them to connect with Alice at CleanUpEliot@gmail.com so that she can organize efforts. At a minimum, neighbors can cleanup in front of their own properties, and encourage others to do the same.
Alice intends to apply for a grant through the Adopt 1 Block for trash pickers and buckets.
She also intends to approach New Seasons about offering a gift card each quarter as an incentive for participants, as they have done previously. If New Seasons is unwilling to help, she will return to the ENA board for support.
Tessa Fowler from the VOA MRC offered assistance from the participants in their program, who already keep MLK between Sacramento and Brazee clear. They are willing to do more trash pickup.

Letter to DA Mike Schmidt
The previously approved letter to DA Mike Schmidt, inviting him to the October job fair, wasn’t sent. The board agreed to update the letter, which Cassie did, and Jimmy will send.
Neighborhood Updates
- Eliot News – the newsletter went out. It was 12 pages, and included some new advertisers. Sue Stringer had suggested some advertising prospects, including Moda Health and the Blazers. Elliot welcomes writers.
- LUTC – Andrew described some of the LUTC’s recent deliberations, which are included in the minutes posted on the ENA website. He reminded attendees that the LUTC has regularly scheduled meetings, open to the public, and that they invite participation.
- Treasurer – there was no treasurer report.
- others – there were no other updates.
