LUTC Meeting Minutes 2017-06-12

Eliot Neighborhood Association

Land Use and Transportation Committee

Meeting Minutes from June 12, 2017, respectively submitted by Allan Rudwick, Chair

Meeting was called to order by Chair Allan Rudwick at 7:03 PM

A quorum of the Committee was present at times, including Clint, Allan, Phil, Laurie and Montserrat.  Also preset were several residents and representatives from All USA Architecture and Bridge Housing.

Bridge Housing –

They presented 61 units with surface parking behind the units.  They will probably not be keeping the one structure on the NW corner of the site but it is not a part of their current proposal. Bicycle parking would be in another structure not pictured here.

these units are targeted more at families – many 2 & 3 bedrooms.

All USA Architecture — proposing 8 units at 2nd and Hancock.  There would be a large-ish central courtyard and the main entrance would be off of 2nd.  Each unit would have a ground floor entrance — 6 2bed/2bath, 2 2bed/1bath units.

City of Portland — Martin Luther King, Junior Blvd (MLK) Safety project/Tree Removal

The city is proposing removing 6 trees between NE Broadway and NE Lombard — not very many — to improve safety.  They mentioned a few intersections in Eliot that would get changes — NE Cook, NE Russel, and NE Graham were candidates.  Remarks were that these changes would make drivers feel even safer going fast on MLK and this might not have much of a safety impact.  There will be more money coming down the road for MLK including an Intelligent Transportation Systems (ITS) project that will put some intelligence into the street lights.

Allan’s editorial: if we aren’t careful, we’ll have a substantial amount of prioritization for through traffic and not very much thought given to local needs with this sort of project. I am sending a letter on behalf of the neighborhood association requesting that MLK’s traffic designation be reduced from “Major City Traffic Street” to “District Collector”

The meeting ended around 8:25pm — minutes from May are still not yet approved
