Agenda:

1. 7:05 Emanuel yearly IMP update
   • Campus West project to break ground in March, huge project that is looking on its foundation permit.
   • Hill Block project- joint effort between Legacy Emanuel, Prosper Portland and the City of Portland are opening a public process to form a committee to discuss what to do with the property.  This is on the heels of the City trying to figure out how to take ownership back and it being legally ambiguous.  Emanuel folks say all the right things, we’ll see where it goes.  They are planning to pay for a portion of construction and be a tenant in a piece of the building — 35k square feet.  Max buildable under Institutional zone is 260k sq feet, public is >500k.  Talk of affordable housing, community incubator, other nice to have things on the space, no funding mechanism found yet.  It is possible this project & property will get included in the Interstate Urban Renewal Area but that is not a slam dunk.
2. Updates + Public Comment
   • Micro-housing on N Russell
     • we’ve seen it before, not much to talk about
   • Micro-Housing at Fargo and N Williams
     • Allan got in contact with the developer on Monday, created a list of questions to be added to.  It is possible we may meet them in December, pending future discussion
