- Allan shared his proposal for the Fremont Bridge Reclamation. The committee was supportive of the idea and Mike is going to help shop the idea around.
- Brad to post meeting link on website and post to social meeting to try to attract new members.
- Brad to draft high level document about LUTC’s views on infill and variances and discuss next meeting.
- Discussed reaching out to our federal legislators about financing infill like RIP. Current shortcoming with bank regulations is that when someone goes to buy a property with an ADUs (or 2-4-plex), they either have to prove the ADU is income generating or just put up a lot more money which most probably don’t have. If banks allowed ADUs to be sold separately or to sell apartments, we might see more ADUs, duplexes, triplexes, and quads being built.

Rally to Stop the Rose Quarter Freeway Expansion
The Eliot Neighborhood Association has opposed Oregon Department of Transportation’s plan to expand the I-5 through our neighborhood for over ten years. There are many issues with the project including it will worsen our already poor air quality, it will lead to more carbon emissions, it won’t meaningfully address traffic congestion, and there are poor returns on this almost a billion dollar investment.
The Eliot Neighborhood Association is a plaintiff, along with No More Freeways and Neighbors for Clean Air, in a lawsuit against the project. The aim of the lawsuit is to force ODOT to prepare a full Environmental Impact Statement to study alternatives to adding more lanes to I-5.

Please come to a rally at Harriet Tubman Middle School Friday, April 9th at 5pm to learn more or support the cause. There will be speakers from Harriet Tubman Middle School, the Eliot Neighborhood Association, and Sunrise PDX (a local environmental group).

- Discussed ways to mitigate speeding on NE Stanton including speed bumps and diverters
- Folks on call were interested in diverter. We discussed doing outreach with the churches to ensure they were in favor.

- Discussed rezoning of 2800 N Vancouver. Ali seemed to be okay with rezoning the lot which was different from what Allan had heard in a meeting with Legacy’s PR person. Ali is going to connect with Legacy’s PR person.
- Discussed mitigation plan from Legacy. It is going to expire in 2025 and won’t be needed with the new Institutional zoning.
- No new developments planned at Legacy for now, just finishing their existing projects.
- Discussed ways Red Cross and Emanual could potentially work together
- Discussed wanting to bring someone from the city to an LUTC meeting to talk about all the underutilized land they’re holding onto in the neighborhood.
Hoping for Less Divisiveness in 2020
We’ve seen a lot of divisiveness in 2020 nationally, but even locally it has been hard for many people to see eye-to-eye with their neighbors. I’m hoping in 2021 we find some common ground to work towards addressing some of the problems facing Portland.

Letter from LUTC Chair
This is a hard time to write a Land Use and Transportation update. Between the effects of the COVID-19 crisis, the police murder of George Floyd, and the Portland police’s escalating tactics against protesters, it is hard to see anything but police reform and supporting our most vulnerable neighbors as the top priorities.
If you have the means, some ways to support the local Black community are to eat at Black owned restaurants (https://iloveblackfood.com/pdx-directory/) or support Black owned businesses (https://mercatuspdx.com/directory/black-owned-businesses). The Black Resilience Fund is accepting donations and giving funds directly to Black Portlanders in need (https://www.gofundme.com/f/the-black-resilience-fund).
Local non-profits that help our most vulnerable neighbors, like the Blanchet House (https://blanchethouse.org), are still accepting volunteers amid the COVID-19 crisis to help with meal service and preparation if you have available time and are not part of a high risk group in regard to COVID-19.
