Previous editions of the Eliot News have discussed Portland’s new, and novel, Residential Infill Project (RIP). On paper, it changes the zoning code to allow “higher” density development on what we normally consider single-family lots and associated neighborhoods. The objective is to address the “missing middle” of housing options between single-family homes and large apartment blocks by mixing other multi-family dwelling types amongst single-family homes. Two of the obvious examples of this are Accessory Dwelling Units (ADUs) and “flag” lots, both of which incorporate new dwelling units on a single lot.

Gladys McCoy Memorial Garden Moves Forward with Clean-Up and 501(c)3 Designation
Well, progress is happening at the Gladys McCoy Memorial Garden. Kate Thompson, the organizer of the garden restoration, says, “John Barker, the garden designer got the Hardy Plant Society to approve the memorial garden as a 501(c)3 under their umbrella and the society has approved some funds for plantings but we will need more.”

Righting a historical wrong, an update on the Legacy Emanuel property

HISTORY
The vacant land bordering N. Russell, Williams and Vancouver streets on the Legacy Emanuel campus was once part of a thriving community called Albina that housed most African Americans in Portland and Oregon during the 1940s and 50s. Institutional racism made it illegal and difficult to own land as a minority. With few options beyond Portland’s least desirable areas, African Americans primarily settled in the city’s northeast quadrant.

At 25 N Fremont, just north of New Seasons, sits a new sandwich shop with something for everyone. Better Half Sandwiches recently opened by first-time restaurant owners Alan Osborn and Kelly Haarsager. Alan grew up in Portland and Kelly moved here from Austin, Texas. The couple first met working at Whole Foods and both have experience in the restaurant industry and grocery retail.

Cleaning up Portland one Neighborhood at a Time

Project Description: Volunteer to help clean up the neighborhood surrounding Legacy and Randall medical centers. Both facilities are nestled in the Eliot Neighborhood, including nearby Dawson Park, Vancouver Avenue Baptist Church, and many historical homes and small businesses.
We have priority areas for clean-up. When you a finished, you will drop off your bagged litter in dumpsters at the Legacy Emanuel registration area.
Pre-registration required: Staff, physicians, family (13 and up) friends are welcome. No experience necessary. Many hands make light work. Use the link above to register.
Meeting and registration location: 2801 N. Gantenbein, main entrance of Legacy Emanuel Medical Center.
Staggered check-in: To avoid a crowd, check-in is between 9:30 am and 10 am.
Free parking: on street or parking structure across from the main entrance.
Bathrooms: portable restrooms are available (ADA accessible). The clean-up is ADA assessable. It’s throughout the neighborhood, walking on sidewalks.
What’s provided: heavy-duty garbage bags, litter grabbers, high-vis vests, and gloves are provided to all volunteers who need them.
What to bring: Bring water, snacks. There will be some water and snacks at the Legacy Emanuel registration area. COVID-19
Safety: Please come wearing a mask. YOU HAVE TO HAVE A MASK ON TO PARTICIPATE.
Age: Youth 13 years and up with an adult. All participants must register and sign a waiver form (you’ll see this when you click the link)
What to wear: comfortable walking shoes, bring gloves if you have them. Dress for the weather.
Supplies: we will supply vests, gloves (or you can bring your own), bags, and tool for picking up garbage.

Ahhh… Spring! Not many 6-letter words evoke as much joy and promise. It certainly was a long, cold, challenging winter, and picking up bag after bag of garbage isn’t particularly fun – not when it’s 35 degrees of rain, sleet, and wind…but like the postal service, the Eliot Adopt-a-Block gang persevered. Hard work, but the results are oh, so worth it when you walk down a sidewalk or street and don’t have to step over broken glass, tossed fast-food cups, straws, and wrappers, cigarette butts, abandoned face masks and, well…you get the picture.

- Allan shared his proposal for the Fremont Bridge Reclamation. The committee was supportive of the idea and Mike is going to help shop the idea around.
- Brad to post meeting link on website and post to social meeting to try to attract new members.
- Brad to draft high level document about LUTC’s views on infill and variances and discuss next meeting.
- Discussed reaching out to our federal legislators about financing infill like RIP. Current shortcoming with bank regulations is that when someone goes to buy a property with an ADUs (or 2-4-plex), they either have to prove the ADU is income generating or just put up a lot more money which most probably don’t have. If banks allowed ADUs to be sold separately or to sell apartments, we might see more ADUs, duplexes, triplexes, and quads being built.
