Dear Eliot Neighbors,
We would like to invite you to a Community Safety Discussion and Working Session on Tuesday, May 24, from 6pm to 7:30pm.
Some of you may have attended an in-person listening session on March 30, facilitated by Lisa Freeman of the Community Safety Division and Andre Miller of Jo Ann Hardesty’s office (see meeting notes attached). There was a lot of momentum and energy at that event that we would like to carry forward.

- PBOT Lloyd Event Parking District Presentation – Kathryn Doherty-Chapman
- During games/concerts/big conventions – how can we encourage people not to park on the streets?
- Lloyd focused but touches Eliot.
- Once PBOT goes before City Council on this, they will seek to start the rate increase during events at $3/hr.
- This rate will theoretically increase yearly as part of PBOT’s budget assuming capacity is being met.
- PBOT is continuing to focus on the parking study in Northeast/Boise/Eliot over the coming years.
- Equity: Transportation Wallet for Lloyd District residents.
- Summary:
- Rate increase during games and events in the evening/some day time event
- Annual rate changes based on data
- LUTC agreeing to write a letter of support of the Lloyd Event Parking District Plan as long as it dovetails into productive results in the future with the North Portland Parking Management Plan. Eliot doesn’t want to get stuck with vehicles moving north to avoid the meters and no other benefit to the Eliot Neighborhood.

Community Safety Listening & Strategy Session
Eliot Neighborhood
The City of Portland’s Division of Community Safety and Commissioner JoAnn Hardesty’s Office are holding a Community Safety Listening & Strategy Session at Matt Dishman Community Center on Wednesday, March 30th.
The Eliot neighborhood, a vibrant area with a rich history, has suffered from the steep increase in gun violence in Portland over the last two years. Come share how you have been impacted by safety issues in your neighborhood and meet other neighbors looking for solutions.
What is Happening?
The Community Safety Listening & Strategy Session has three intended outcomes:
1. Assemble community members concerned about safety in the neighborhood
2. Build a shared understanding of problems impacting community safety, as well as a shared vision
3. Identify resources within the community to address problems and build toward the vision
Why Attend?
The City of Portland recognizes that the Eliot neighborhood is of vital importance to Black Portlanders who formed a strong community here due to Portland’s racist red-lining policies in the early to mid-1900s. The City also recognizes that this community has experienced multiple layers of displacement and trauma due to policies that destroyed homes and caused rising property costs that forced residents out of the area. This event needs the perspective of long-standing Eliot residents who experienced these events, and the session will not be successful without your voice. AllEliot residents who want to build a safer community are welcome. Broad representation from a diverse group of residents, businesses, and other community organizations is essential to achieving this event’s intended outcomes.

- Concern from guest about new STR application at that address representing that the owner lives on the premises but is not actually on site.

- Prior City IMP requirements vs. new City campus zoning requirements going into effect end of 2023.
- Legacy interaction with ENA will be the same, requirements same.
- Yearly meetings with neighborhood.
- Legacy has no plans for future development at Emanuel outside of the (now mostly completed) Kerby St. building.
