Legacy Discussion (Represented by Ali Sadri and Thomasina Gabriele)

  • Prior City IMP requirements vs. new City campus zoning requirements going into effect end of 2023.
  • Legacy interaction with ENA will be the same, requirements same.
    • Yearly meetings with neighborhood.
  • Legacy has no plans for future development at Emanuel outside of the (now mostly completed) Kerby St. building.
    • Kerby St. building is not going to be occupied with tenants until end of 2022 at least.
      • Parking is not being used either.
  • Discussion about setback requirements—no major change here with transition from IMP to new campus zoning.
    • Legacy cannot build any significant height near sidewalk.

  • PP is headed toward demolition of Knott St. building.
    • Putting out bid for demolition
    • Brick crumbling, lead paint, asbestos.

  • PP is going to put more substation equipment in place of building.
  • PP looking for ways to integrate with neighborhood—landscaping?
    • Underground substation probably not an option.

Emanuel Displaced Persons Association 2 Update

The Emanuel Displaced Persons Association 2 is a group that is comprised of the decedents of the homes and businesses displaced by the Emanuel Hospital expansion in the 1960s and 70s. They recently sent out his update. There is an interesting report and an upcoming event that may be of interest. Here’s their update

1. A huge thank you to everyone who took the time to fill out the EDPA2 survey. The purpose of the survey is to reach as many families as possible who were impacted specifically by the Emanuel Hospital expansion. In other words, if your family home/s and/or business/es were demolished to accommodate Emanuel Hospital, you should complete the survey HEREThe flyer is attached. Please continue to share and post!
2. Byrd, a cofounder of EDPA2 has an unique and awesome opportunity to purchase a home in Central Albina “in close proximity to the project area.” The home has significant historic value and is one of the remaining Black owned homes in Central Albina. The plan is to use some aspect of the home for the community service aspect of EDPA2. link to donate There’s an immediate need to raise $5,000 by January 31, 2022. Thank you!
3. Lastly, the groundbreaking 104-page report by EDPA2 and FutureLab is now updated and ready to share! The report is now 161 pages Reclamation Toward the Futurity of Central Albina: Dreamworld Urbanism is scheduled for release on Monday January 31, 2022 at 3pm. Go to PDXScholar after that time and search “Central Albina” to find the report.


After you’ve had a chance to read and digest the report, you are invited to an online event “Show EDPA2 Some Love” on Valentine’s Day, Monday February 14, 2022 at 6:00pm. City of Portland’s Charter Commission hosts listening sessions

The City of Portland’s Charter Commission has embarked on this once-in-a-decade opportunity to review and revise the City of Portland’s Charter (the City’s constitution) and recommend amendments for Portlanders to vote on.

Amendments to the City’s Charter can change City policies and processes that have the potential to respond to community priorities, shape our City, and address the most pressing issues facing our city.
The Charter Commission is hosting virtual Community Listening Sessions in January— we hope you join us! Our Community Listening Sessions are part of a two-part series of listening sessions. The upcoming sessions are an opportunity for community members to learn from Commissioners about charter review, options of reform for our government and elections, and join small breakout rooms to have a discussion with Commissioners on these options!

Autumnal Greetings from Boise Eliot Native Grove

The summer heat brought some challenges to the Grove this year and many plants were defeated by the Heat Dome event. Our Oregon White Oak in the meadow gave up the ghost, but we were able to reserve another from Friends of Trees that we will plant sometime this fall. (The remains of the old oak are being transformed into a piece of art inspired by an epic dream in the hands of resident Healing Artist, Andrine de la Rocha.)

All of the remaining trees have survived so far and in their third year seem to be flourishing, despite the heat. Some of our less established shrubs did not fare as well and we will likely replace them during the wet season to give them a good head start on next year.

Historical Traffic Diversion in Boise Neighborhood, Installed and Uninstalled

During the pandemic, I have been doing a lot of reading about the history of my neighborhood, Eliot. I came across a number of plans from the 1960’s and 1970’s that affected inner North Portland. Joseph Cortright put together a 3-part series on how the Oregon Department of Transportation destroyed Albina, the biggest cultural center for Black Portlanders at the time. At the same time, Emanuel Hospital was expanded intentionally into the area between N Williams and N Kerby all the way to I-5/I-405. This was presaged by a short study called the Central Albina Study which recommended most of what is now the Eliot Neighborhood be demolished for Industry. Warehouses were recommended west of MLK Jr Blvd and South of N Fremont. This was later amended to west of N Williams avenue.

Paul Knauls: Wall to Wall Soul -Northeast Portland’s Incredibly Generous, Respected Businessman and Honorary Mayor

The history of our neighborhood is somewhat easy to find online if you know where to look. The Oregon Encyclopedia and Wikipedia have entries, and many articles are posted on our Eliot Neighborhood Association website. Then there is the Oral History Project, a series of interviews by the youth of northeast Portland talking to the elders of their community. One name that keeps coming up over and over is Paul Knauls.

  • Kathryn presentation on PBOT parking study funded by Go Lloyd
  • Study will be around Moda Center, which will become an event district.
  • Intent of study is to have data to understand creating parking surcharges from $1/hour to $3/hour during events where over 10k people will be attending
  • We suggested adding someone from our neighborhood to parking study committee. Brad will be added.
  • Push to add blocks b/w Flint and MLK, San Rafael and Russell. Kathryn will check in with Lloyd to make sure this will happen.
  • Asked about removing parking on Stanton near Dawson Park but didn’t get any response.
  • Discussed Dawson Park/Stanton issue. Andrew is going to draft a letter for us to send to Commissioner Hardesty asking for similar treatment to what Mt Scott received and we’re going to collaborate on a letter to nearby property owners.
