The Case for NE 7th Avenue as a Calm, Local Street
Currently, the City of Portland is undergoing a project called the Lloyd to Woodlawn Neighborhood Greenway. This project is looking at making a calm, safe route for bicycles from south of Broadway to north of Ainsworth Street. However, this project is also the best chance we have had for years to solve some major problems on NE 7th Avenue (NE 7th). Some neighborhood residents have been advocating for a safer NE 7th for over 5 years.

Letter from the Land Use Chair Summer 2018
I think it is probably time for me to step down. It has been 10+ years of involvement with the ENA Land Use committee and quite a few as chair. During that time we have gone from a bust-to-boom economy and that means a bunch of new buildings in the works. While many under-constructions projects are about to start renting out units, another cluster of buildings on the North Williams corridor is in the works with 4 new proposals adjacent to Williams and Cook alone. Portland’s new zoning map will be going into effect any day now and that might mean another flurry of proposals under the new rules, or a gentle slowdown in the incoming permits.
Neighborhood Noodles
The steam from cooking noodles drifts easily across 7th avenue into the Eliot neighborhood. The pale brick building on the corner of Tillamook doesn’t give much away, only a simple sign in English and Chinese characters – America’s Noodle Inc.
Children’s Book Bank

The Children’s Book Bank is a local nonprofit that engages the community in collecting, sorting, and distributing new and gently used books to children who might not otherwise have books in their homes. Children living in poverty often enter school lacking the foundational vocabulary needed to learn to read and early literacy skills are directly linked to a student’s success in school and beyond. That’s why The Children’s Book Bank collects and distributes books to children in need ranging from birth through eighth grade. We distribute books through Head Start programs, public schools, and more.
A World Champion in Our Midst
Place yourself at the corner of NE 7th and NE Broadway. What businesses do you remember seeing there? A few weeks ago, I would have said, “A mattress store, a few bars, restaurants, and the Les Schwab tire dealership.”

There is a wonderful little shop that is really quite a magical place on NE 7th Ave. At the border of our neighborhood, Bella Flora and owner Elaine Falbo let us escape the day’s stress and enter in to a wonderland of fairy furniture, vintage clothes and glassware as well as antique books, stuffed animals and dolls and an assortment of wreathes and baskets, dried rose bud headbands and crepe paper flowers handmade by Falbo.

Ready to take on the new year and try something new with your fitness regimen? Right at the corner of NE Broadway at NE 7th Avenue above Cotton Cloud Futons is McConnell’s Boxing Academy. McConnell’s offers a variety of classes for those 13 years and up. Personal training and private lessons are also available and are geared towards men and women.
Mont Blanc Building
The corner of Schuyler and NE 7th Avenue, just barely outside of Eliot Neighborhood, is now the home to a few businesses that you will recognize. The prep kitchens for BlueStar Donuts are one of the tenants at the newly remodeled Mont Blanc Building. Unfortunately no sales or samples are available at these locations but the delicious smells that escape the building make them a welcome new neighbor.

Right here in our neighborhood, on the west side of NE 7th Ave at Schuyler, the Democratic Party has an office if you’re interested in talking to anyone about the upcoming election and the candidates.
NE 7th Avenue Greenway Update
An update from Bicycle Transportation Alliance regarding the 7th/9th Greenway project…
A bicycle and pedestrian bridge across I-84 could provide the continuous north-south route that inner Portland needs. NE 7th Avenue would provide a safe route north from the highway and NE/SE 9th Avenue would provide a safe, low-traffic route to the south. We predict that this corridor — connecting the Lloyd District, a burgeoning inner eastside industrial district, neighborhoods like Powell and Brooklyn, and recently built streetcar and light-rail stations — would quickly become one of Portland’s most heavily used and important neighborhood greenways.
Letter from the LUTC Chair
There wasn’t too much Land Use news this month, but on the transportation side of things there were a number of things happening. First and foremost, the gas tax increase of 10 cents/gallon increased, which will provide money for repaving and reconfiguring some streets. This is seen as an opportunity to get changes on NE 7th avenue including removing the unsafe roundabouts which have caused many crashes over the years. There is a group of folks focused on making NE 7th a better place to be and a safer place to walk and bike.
Land Use and Transportation Roundup
On the transportation side, a few things are heating up. City staff hosted a meeting about a future NE 7th or 9th avenue bikeway. There was a strong preference to use 7th in Eliot’s section of the greenway due to it being cheaper and being able to address other safety concerns on 7th avenue at the same time. There is concern from the City’s perspective about diverting many of the cars from 7th to other routes although they have some tools to help this.
The Pocket Pub
It started as a conversation between friends and ended as the fulfillment of a dream that the residents of Eliot and Irvington get to benefit from.
Kara Lammerman and Jennifer Cale have been friends for over 15 years and have pooled their energy and enthusiasm to create the warm, inviting Pocket Pub that offers a reasonably priced menu and a creative list of cocktails in a great place to sit and catch up with old friends and also get to know new neighbors.
