Legacy Health has joined the city of Portland and Prosper Portland in a collaborative effort to develop a vacant 1.7-acre block on North Russell.
The development process is aimed at engaging the people in the community impacted by displacement and will include medical care services, affordable housing and community amenities.
I’ll talk transportation first because there are a few things happening on this front. TriMet has a survey of what improvements they should make this year. There was a bump in bus funding statewide as part of a large transportation package that passed this year. At the top of Eliot’s priority list would be extending line #24 to NW Portland. The #24 is currently a marginally useful line that runs from Legacy Emanuel hospital east along Fremont to Gateway TC. The proposal is to have the line continue westward across the Fremont bridge to Goose hollow, connecting to the MAX on both ends.

It has been a boom and bust time recently on our committee. Some months, we have nothing to talk about and others we are swamped with multiple development proposals. Due to the rezoning proposal we pushed in Eliot, some properties have been rushing to get plans approved while others wait for the new zoning to take effect before starting their proposals. Portland’s Comprehensive Plan for 2035 (now in it’s 7th or 8th year of work) is going to be adopted January 1st and minor revisions to the zoning map are ongoing. Recently, we have noted that a few proposed projects on North Williams have been stalled due to funding issues, but we will continue to see more large buildings going in in the future.

In a season already fraught with bad news – Arkansas executions, skyrocketing arms sales, more black teenagers shot by police – a page-8 headline in the last issue of Eliot News stopped me cold: “Major Expansion Project Planned for Legacy Emanuel Medical Center Campus.” For me, those 10 words echoed the hospital “expansion” that dismantled the last of Eliot’s African-American community, 44 years ago.

The Vancouver Avenue First Baptist Church is pleased to announce its Capital Campaign Improvement Project to renovate its lower level spaces of their Historic Church site listed on the National Register of Historic Places. Through this endeavor, the church is committed to fostering community livability and greater communal participation among its neighbors, by connecting cultural engagements, along with providing adequate spaces for educational programs for youth, and social service programs offered by the church.

On May 18th, in the basement of the Vancouver Avenue Baptist Church, city representatives met with neighborhood homeowners, community leaders, city planners, and local historians to discuss the precarious future of the neighborhood’s homes. Finding the city’s properties with historic significance and protecting them from development is the goal of a new grant-funded partnership between the city’s Historic Preservation Program and the Architectural Heritage Center.

Legacy Health has announced a replacement and expansion project on the Legacy Emanuel Medical Center campus that would add new surgical suites and a new space for the Legacy Oregon Burn Center. Plans are to build a new four-level facility with parking for 100 cars on the N. Kerby Street lot, adjacent to the hospital and current operating rooms. This is the first major expansion on the Legacy Emanuel campus since the opening of Randall Children’s Hospital in 2012.
