New Housing Coming to Eliot

New Apartments Planned for MLK and Monroe – Developer Chris Rogers of Phase Two Development and his architect, Ralph Tahran presented their proposal for a new apartment project on the SW corner of MLK and Monroe.  They have not submitted plans to the City, but envision a 5-story, 44-unit structure.  It would be a mix of mostly 1-bedroom and studio units with some two bedroom units and two townhomes on the western edge of the property over a row of parking garages.  Twenty two parking spaces are planned. Units would be market rate, although they intend to participate in a PDC property tax abatement program that requires 20 percent of the units to be set aside for individuals making no more than 60 percent of median family income.  They hope to begin construction next fall.

At eighteen, Luna knew how to make an informed career choice. “You need to recognize your interest and see the career choices out there to match it with your interest and skills,” something Luna was able to do through the programs offered by Step It Up, Inc. After moving to Portland, Oregon’s Eliot Neighborhood from Eritrea, Africa in 2005, Luna learned English and started working to accomplish her career goal.  Motivated to become a health care professional by the people in third world countries because “they need (medical) help and the harder I work the more I will know to help them,” Luna had the desire to succeed, all she needed was the opportunity.

Crime Blotter – Winter 2011

Hello, all.  Happy Holidays!  Of course, we know that means an increase in car prowls.  That was the big issue in Eliot over the past quarter, and I’m sure it will jump as we work our way up to Christmas.  Over half of the reported crimes in Eliot since September were car prowls.  A few tips to remember as we enter the holiday season:  1.  Never leave anything in your car that you would like to have be there when you get back.  2.  If you have to leave something in the car, leave it in the trunk and leave no clues there might be something worth breaking in for (iPod cord, GPS mount, etc.).  Remember, thieves are opportunistic.  If your car is locked and there is nothing interesting inside, they will go on to the next one.

Lights on NE Broadway

Portland Fire & Rescue Smoke Alarm Giveaway

Portland Fire & Rescue (PF&R) is handing out free smoke alarms to owners of single family homes in Portland through November 30th.  As fire agencies statewide join together in support of the 2010 Fire Prevention Week theme: “Smoke Alarms: A Sound You Can Live With”, PF&R wants to reinforce the message that fire safety starts in the home.

24th Annual Fix-It Fair

The City of Portland’s 24th annual Fix-It Fair season will kick off November 20th. Fix-It Fairs are free events where you can learn simple and effective ways to save money at home this winter and stay healthy. The events feature exhibits from numerous community partners and an extensive schedule of workshops held throughout the day. Experts will be available to talk with you about water and energy savings, home and personal health, food and nutrition, community resources, recycling and yard care, lead testing, bike tune-ups and more!

Food Carts Arrive in Eliot Neighborhood

Those Darn Accordions Playing Happy Hour at Dreamers Marketplace

In keeping with a current Portland trend, a couple of underutilized lots have been transformed into great little food cart pods in Eliot.  The first few carts to call Eliot home are located in a lot named Jimmy’s Corner at the corner of Vancouver and Fremont Street.  I discovered them several months ago while out canvassing the area to notify residents about upcoming neighborhood events.  The owner of Mum’s Kitchen offered samples of her African fare and I was hooked.  Soon after, a Mexican cart arrived and their homemade fresh tamales made my mouth water.  The pod also has a pita cart and a drive thru coffee cart.

Cloudburst Recycling Goes Greener with Solar

Cloudburst Recycling, one of Portland’s earliest green companies, has recently gotten even greener.

This summer the waste hauler installed solar panels on the roof of their headquarters at 2223 N. Randolph St. in the Lower Albina industrial area. According to Cloudburst co-owner David McMahon, they will generate 62 percent of the plant’s electric consumption. In fact, in the first 80 days alone they generated one third of their 2009 electric consumption. McMahon adds, “The place used to be Pacific Power and Light’s headquarters, so virtually everything is electric.”

The Crime Blotter – Fall 2010

Hello, Eliot!  This is the first installation of what will hopefully become a regular feature of the Eliot News.  I was the Eliot Neighborhood Liaison Officer for a number of years before I was deployed with my National Guard unit to Iraq.  I am back, and have recently started with the Neighborhood Response Team.  I have taken over in this position for OFC Amanda McMillan who has moved on to a new assignment.  I look forward to working with everyone again.

Neighborhood Collaborative Graffiti Cleanup

On Saturday September 25th the Eliot Neighborhood Association and the City of Portland Office of Neighborhood Involvement Graffiti Abatement Program teamed up to make a difference in Eliot.  Residents from the neighborhood along with volunteers from Volunteers of America and Portland State University met at the corner of Graham and MLK to cleanup Graffiti.

Grant Warehouse Becomes Ivy Street Homes

The vacant lot on the southeast corner of MLK and Ivy used to be a service station turned alchemy lab known most recently as the Grant Warehouse.  The former owner had polluted the site with an unknown toxic brew which was discovered during a fire.  Consequently the City tried to force Mr. Grant to clean up the site, which was beyond his ability and means.  Ultimately the EPA did the clean up and placed a lien on the property.  Eventually the EPA turned the property over to the City and from there it ended up with PDC as an “opportunity site” within the Convention Center Urban Renewal District.  PDC hosted a couple of community advisory committees to explore development options and to solicit design proposals.  One of the goals was to provide home ownership opportunities rather than subsidized rental housing.  Due to the poor housing market and challenge financing condo construction in inner-NE Portland final design and construction had been delayed.  Now it appears a workable plan has been identified that can be constructed.
