In October 2014 Eliot Neighborhood Association reached out to everyone living or working in the neighborhood for three Community Conversations around the past, present and future of Eliot neighborhood. For the first Conversation on October 8th an array of photos, maps, and open ended questions were set up at the St Philip the Deacon Church on 120 NE Knott St. Folks had a great time meeting neighbors, chatting and discussing the neighborhood.

Two representatives from the steering committee of Demand Redesign, Susan Stringer and Montse Shepherd, presented a statement to city council on Wednesday, January 28th regarding the development by Dan Neal of Paradigm Properties at NE 7th Avenue and NE Russell Street.

Larrabee and Albina Then and Now

This building on the corner of Larrabee (Interstate) and Albina was originally built as a hotel in the late 1890’s or early 1900’s.  The building looks like it was a triangle, however it was actually shaped like a “V”.  At the top of the building, over the corner entrance, are the words “The Albina”.  It appears there is additional text above in the shadows, but it is unreadable – or perhaps it is ornamentation.  In 1929, The Albina was home to the “Ideal Cafeteria” and the “Baxter Apartments”.

These twin houses on the corner of Union and Knott were built in 1900.  By 1929 Union had already become a busy street and the houses had started the transition from residential to commercial.  “Dr Muck Dentist” occupied the second floor of the house on the corner.  Over the course of his dental career Dr Earl C Muck had his office in different nearby locations on Union.

Some concerns within Eliot would be:

  • Bike incidents
  • Squatters in abandoned buildings
  • Gang concerns in and around the neighborhood especially with the shooting that occurred at Rosemary Anderson.
  • Gang Task Force and ONI have created the “Enough is Enough” Program which will hopefully help deal with getting rid of the snitch code.
  • Call Rosemary Anderson if you would like to help volunteer there.
  • Remember you can always file a police report online or call the non-emergency number.

Comp Plan Comment Period Extended

The Portland Comprehensive Plan is a long range 20 year plan for land use and infrastructure in the city.  The plan is currently undergoing an update as mandated by the state of Oregon.  Last fall, the deadline was extended for input so you still have time to submit written comment on the plan until March 13th 2015.  The easiest way to comment is using the Map App.

Community Grants Available

2014 NECN Community Grant recipients

Six grants of $2,000 each will be awarded by Northeast Coalition of Neighborhoods (NECN) for collaborative, community-based projects in Inner N/NE Portland.

What can a $2,000 grant accomplish? Last year, artist and educator Sharita Towne used an NECN grant to fund the groundbreaking “De-gentrifying Portland” project. A partnership among several N/NE Portland organizations, De-gentrifying Portland was a summer program for youth of color, which included training in filmmaking, a deep exploration of N/NE Portland history, and a standing-room-only public event to screen the students’ films.

Last Ditch Appeal for 7th and Russell

The repeated appeals from Demand Redesign to developer Dan Neal of Eugene-based Paradigm Properties to scale back his project at 7th and Russell have fallen on deaf ears. Mr. Neal is not willing to reduce the height of the building or alter its shape by creating setbacks on the south and west sides. If the project goes forward as designed, it will be an out-of-scale eyesore that will impact infrastructure, compound the parking problems in our neighborhood, and create traffic safety issues and congestion for residents in Eliot and Irvington.
